2. In your opinion, defining a bus route within a neighborhood and identifying the various bus stops along the route is better achieved by:

I expect that there may arise so many conflicts of interest among neighbors. Everyone wants a bus stop reasonably (but not too) close to his/her home, frequent service, direct route to his/her destination, at less cost. Apparently it is impossible to satisfy everyone's needs. I feel public hearing is rather for making an evidence that the authority heard public opinions than really taking up them. In this domain, what we need is a kind of "deus ex machina.'
