I chose "Planning Experts" over "Informed Participation" from the neighbors because people who live in the same neighborhood do not necessairily have the same transportation needs as far as where they want to go, how frequently they want to go there and how far their destination is. Experts may have more information about statistical data for the majority of people who do ride buses. Experts can determine and keep track of where people are trying to go and what buildings or workplaces have a lot of people that will be commuting via bus.
